１９４７年９月１１日ロンドン生まれ．教師になろうと思いケンブリッジ大学の教育校に進学したが、フットライツ / Footlights という学生劇団に参加し、ピーター・アトキン / Peter Atkin とクライヴ・ジェイムズ / Clive James の作品で演劇と音楽とを始めることとなる．
１９６７年にはピーター・アトキン / Peter Atkin の協力で私家盤 『Julie Covington : While The Music Lasts (LP/1967)』 を出す．その後も演劇と音楽を続けて１９６９年には２枚目の私家盤 『Julie Covington : The Party's Moving On (LP/1969)』 を出す．
１９７０年にはメジャー・デビュー・シングル盤 "The magic wasn't there / Tonight your love is over" を発売し、翌年には１枚目のアルバム 『Julie Covington : The Beautiful Changes (LP/1971)』 を発売する．
１９７３年には〝ロッキー・ホラー・ショウ / The Rocky Horror Picture Show〟でジャネット・ワイス役を演じるが、ＬＰ・映画・日本公演ともジャネット・ワイス役はジュリー・コヴィントン / Julie Covington からベリンダ・シンクレア / Belinda Sinclair に替わっている．
１９７６年にはＴＶシリーズ〝ロック・フォリーズ （Rock Follies）〟にシャーロット・コーンウェル / Charlotte Cornwell、ルーラ・レンスカ / Rula Lenska とともに出演し、サウンドトラックが２枚 （『Rock Follies : Rock Follies (LP/1976)』 / 『Rock Follies : Rock Follies Of 1977 (LP/1977)』） 発売されている．
１９７６年には〝エヴィータ / Evita〟のロンドン・オリジナル・キャスト版のＬＰでエヴィータ / Evita を演じ、
ジュリー・コヴィントン / Julie Covington が歌った "Don't cry for me Argentina [Andrew Lloyd Webber & Tim Rice]" は１９７７年２月にイギリスで１位のヒットとなる．
また、このＬＰにはバーバラ・ディクソン / Barbara Dickson が愛人役で出演していて、バーバラ・ディクソン / Barbara Dickson の "Another suitcase in another hall [Andrew Lloyd Webber & Tim Rice]" もヒットし彼女の持ち歌となった．
１９７８年５月にはジ・アルビオン・バンド / The Albion Band のコンサートに参加し、サンディ・デニー / Sandy Denny の "By the time it gets dark [Sandy Denny]" をライヴでカヴァーするととも２枚目のメジャー・アルバム 『Julie Covington : Julie Covington (LP/1978)』 を発売し、"By the time it gets dark [Sandy Denny]" をスタジオ録音でもカヴァーする．
主に女優活動を中心にしていて、１９８２年にはミュージカル〝Guys and Dolls〟のリヴァイヴァル公演に出演した．
